Aim and Scope
Almost one and a half year has been passed since the Kyoto Protocol came into effect.
However, world largest and third largest emitters of greenhouse gas (GHGs)- the United
States and China- have not accepted any obligation for reduction. Are they accepting
the obligation? If so, how? We will conduct panel discussion over this issue.
